URBANA - An unfortunate fact of life for Midwesterners is the occasional occurrence of winter storms. Snow, howling winds, and sometimes ice disrupt travel and essential services.

"The best defense against storms is a good offense, and in terms of winter storms that means preparation," said Jane Scherer, University of Illinois Extension urban programs specialist.
